What is a Validated Job Offer (VJO)?

A validated job offer refers to an employment offer obtained from a Quebec employer that has been approved by the Quebec Ministère d’Immigration, Francisation et Intégration (MIFI).

The allocation of points for a validated job offer depends on the job's location. A validated job offer within the Région métropolitaine de Montréal (RMM), which includes Montreal, Laval, Longueuil, and surrounding regions, awards the candidate an additional 180 points. For job offers outside the RMM, the candidate receives 380 additional points.

 

A validated job offer not only affects a candidate's eligibility but also enhances the likelihood of receiving an invitation to apply for permanent selection. Recent Arrima draws in Quebec have prioritized candidates with valid job offers outside the Montreal metropolitan area.

Do You Need a Validated Job Offer (VJO)?

Employers who wish to validate their job offer, similar to applying for a Labour Market Impact Assessment (LMIA) at the federal level, are required to provide evidence of their efforts to hire a Canadian citizen or permanent resident for the position. However, this requirement is waived if the candidate is already employed by the same employer on a valid temporary work permit.

In cases where the candidate is not currently in Canada or is in Canada but not employed by the offering employer, the employer must meet specific minimum recruitment effort criteria as described below.

Job offer

The position being offered to the foreign worker must

  • be a permanent, full-time position.

  • NOC  0, A, B, or C. (or TEER 0,1,2,3 or 4.)

CSQ Application

  • Submit an expression of interest for a Certificat de sélection du Québec (CSQ) through the Arrima portal as part of the Quebec Regular Skilled Worker (QSW) program.

Recruitment

  • Conduct recruitment campaign

  • If the candidate is already working for the employer on a valid work permit, the employer does not need to meet recruitment requirements.

Permanent residence

  • Apply for permanent residence at Immigration, Refugees and Citizenship Canada (IRCC) as a skilled worker selected by Quebec.

VJO Application

  • Submit an application for the validated job offer to Ministère d’Immigration, Francisation et Intégration (MIFI), accompanied by supporting documents.

Has a legitimate business & 
has no compliance issues

Is able to pay a salary to a foreign worker

Provides goods or services in Canada

Has not laid-off employees in the 12-months period preceding application

Has a genuine need for a foreign worker

At least 1 year in business

  • Provide support to temporary foreign workers in their permanent residence application, particularly through the Express Entry program.
